I tried to make the AoE 3 Confucian Academy but I can barely name it academy... I still got a long journey... Anyway, you need to make indoor stairs and place lightning sources. AAAAND, YOU MUST HAVE BIOMES'O PLENTY, OTHERWISE YOU WON'T BE ABLE TO MAKE IT!
