An updated and expanded version of my Sky Base which you can find here http://www.minecraft-schematics.com/schematic/7311/.
This build looks best over water with the lowest two layers submerged while the pillar that runs up the center is designed for beacons. When I built this in my world I put the beacons (5 of them) at bedrock level.
Design includes a piston elevator designed by Mumbo Jumbo (tutorial for elevator in the Youtube Link)
